At the request and proposal of Lokarri, a group of individuals of differing perspectives will form a commission for study and analysis called the Social Observatory of the peace and reconciliation process. Its mandate will be to produce a trimestral report on the status an devolution of the peace process that will include suggestions and recommendations. The report will be presented publically and Lokarri will be responsible for ensuring the greatest possible social, political, and external diffusion.
Criteria
- Independence. The observatory will function with indepence from Lokarri when it comes time to prepare its reports and recommendations. Sharing the ideas and goals of Lokarri will not be a condition for participating in the Observatory. Lokarri’s role will be to dynamize, facilitate, and publish the efforts of the Observatory.
- Pluralism. The Observatory will be plural in its composition. It will be made up of people identifying with the ideas of non violence and dialogue and all political tendencies and traditions of our society will be represented.
- Rigor. The Observatory will work to elaborate reports that describe the status of the peace process in relation to five indicators: 1) non violence and human rights, 2)dialogue, 3)agreement, 4)consultation, and 5) reconciliation. These reports will be rigorous in terms of identifying the primary obstacles and opportunities that face the peace process in relation to these indicators. This criteria of rigor should be the result of an independent process in which a plural group of individuals has participated.
- Positive nature. The reports of the Observatory will not have a judging or blaming nature in the description of obstacles. Its objective is to search out solutions, not to find guilty parties.
- Proactive nature. The Observatory will give a great deal of importance to ensuring that the analyses are accompanied by concrete proposals that contribute to overcoming the challenges and taking advantage of the opportunities. These proposals should be one of the principal benefits offered by the work of the Observatory.
- Open to social participation. The Observatory is, in and of itself, a social entity. This definition will be reflected by the Observatory’s efforts to ensure that any person can contribute their opinions, suggestions, or criticisms to the reports that the Observatory prepares. There will be two avenues that will facilitate this participation: 1) a space set aside on the website, and 2) the local observatories of the peace process.
